WASHINGTON, D.C. - U.S. Senators Mark R. Warner and Tim Kaine (both D-VA) and U.S. Rep. Bobby Scott (D-VA-03) applaud a $310.2 million federal loan awarded to the Hampton Roads Transportation Accountability Commission (HRTAC) to fund the construction and implementation of much needed express lanes, a free-flowing toll system, and a new flyover ramp that together will help ease traffic congestion in the area. This Transportation Infrastructure Finance and Innovation Act (TIFIA) loan is awarded to the Hampton Roads Express Lanes Network 2026 Project by the Department of Transportation's Build America Bureau.
