"Type III traffic barricade" was invented by Benjamin R. Schwager (Boyertown, Pa.), James P. Connors (Villanova, Pa.) and Peter J. Connors (Radnor, Pa.).
According to the abstract* released by the U.S. Patent & Trademark Office: "A rotationally molded type III traffic barricade system has a plurality of bases and uprights adapted to be assembled in a shipping configuration, a transportation configuration and a deployment configuration.
