According to the abstract* released by the U.S. Patent & Trademark Office: "Disclosed is a tank that retains a large amount of fluid in a safe manner. The tank can be easily and rapidly constructed and disassembled for subsequent use. A liner has lifting straps that are lifted by winch booms connected to booms.
