"Sectioned reducing barrel system and method of use" was invented by Scott Barrett Rago (Nacogdoches, Texas).

According to the abstract* released by the U.S. Patent & Trademark Office: "A stepped, stabilized, sectioned reducing barrel for firearms is disclosed. The application enables the efficient use of standard cartridges by applying a series of bore sections that stabilize a projectile, reduce its diameter in a controlled manner, re-stabilize the shape, and finally impart rifling spin. This improves ballistic performance, reduces material usage, and extends barrel life without the need for specialized ammunition."
