WASHINGTON, D.C. - U.S. Senator Alex Padilla (D-Calif.), a member of the Senate Committee on Environment and Public Works, reintroduced the Converting Our Waste Sustainably Act (COWS Act) to reduce greenhouse gas emissions, improve air and water quality, and implement more sustainable alternative manure management practices. Representative Jim Costa (D-Calif.- 21) introduced companion legislation in the U.S. House of Representatives.
