U.S. Senators Adam Schiff (D-Calif.) and Sheldon Whitehouse (D-R.I.) are pushing back against the new final rule from the U.S. Fish and Wildlife Service (FWS) and the National Oceanic and Atmospheric Administration (NOAA) that deletes the definition of "harm" in the rules implementing the Endangered Species Act (ESA).
