WASHINGTON, Aug. 11 -- National Oceanic and Atmospheric Administration has issued a notice called: Takes of Marine Mammals Incidental To Specified Activities; Taking Marine Mammals Incidental to the North Barge Expansion Project at Dutch Harbor, Alaska.
