U.S. Congressman Michael McCaul (R-Texas) - chairman emeritus and current vice chairman of the House Committee on Homeland Security - welcomed the Department of Homeland Security's "Notice of Funding Opportunity (https://simpler.grants.gov/opportunity/0a561768-4ab7-4d50-934a-7e039da03f68)" opening grant applications for a total of $10 billion in reimbursements to border states for costs incurred under the Biden administration. Congress appropriated the funding in July 2025 through a provision that McCaul championed and helped secure in House Republicans' reconciliation package.
