Congressman Clay Higgins (R-LA) introduced H.R. 8131, the National Guard Homeland Defense Service Ribbon Act. This bill establishes a nationally recognized service ribbon to honor members of the National Guard who perform homeland defense duties under Title 32 authorities, such as those mobilized to restore law and order in American cities and assist federal efforts to secure the Southern border.
