The proposed rule was published in the Federal Register on April 29 by Gary Grippo, Acting Fiscal Assistant Secretary.
Summary: Executive Order (E.O.) 14247, Modernizing Payments To and From America's Bank Account, directs the Secretary of the Treasury to cease issuing paper checks for all Federal disbursements to the extent permitted by law and to review and, as appropriate, revise procedures for granting limited exceptions where electronic payment methods are not feasible.
