Summary: The U.S. Environmental Protection Agency (EPA) is rescinding a 2023 final rule titled "Removal of Title V Emergency Affirmative Defense Provisions From State Operating Permit Programs and Federal Operating Permit Program" ("2023 Affirmative Defense Rule").
