WASHINGTON, Aug. 27 -- Environmental Protection Agency has issued a proposed rule called: Approval and Promulgation of State Air Quality Plans for Designated Facilities and Pollutants; Puerto Rico; Negative Declaration for the Oil and Gas Industry.

The proposed rule was published in the Federal Register on Aug. 27 by Michael Martucci, Regional Administrator, Region 2.
