The rule was published in the Federal Register on June 17 by Jonathan Andrechik, Captain, U.S. Coast Guard, Captain of the Port, Sector New York.
Summary: The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of the East River and Upper New York Bay, in New York Harbor, NY.
