The rule was published in the Federal Register on June 29 by D.P. Kilcullen, Captain, U.S. Coast Guard, Captain of the Port Sector Lower Mississippi River.

Summary: The Coast Guard is establishing a temporary safety zone for navigable waters on the Lower Mississippi River.
