The proposed rule was published in the Federal Register on May 5 by Richard P. Armstrong, Captain, U.S. Coast Guard, Captain of the Port Detroit.

Summary: The Coast Guard is proposing to revise its existing regulation to add a new recurring Special Local Regulation (SLR) for certain navigable waters of Lake Erie.
