Today, U.S. Senator Tammy Baldwin (D-WI) and her colleagues are demanding that the Trump Administration immediately rescind its proposed policy that will allow the President to weaponize federal grants for political purposes and terminate or suspend federal grants at any time and without notice. The rule from the Office of Management and Budget (OMB) exceeds OMB's statutory authority, undermines Congress's constitutional power of the purse, and inserts partisan politics in a process that should be driven by merit and expertise.
