WASHINGTON, Oct. 5 -- Administration for Children and Families has issued a proposed rule called: Reforming Federal Reporting and Assessments in Child Welfare.

The proposed rule was published in the Federal Register on Oct. 5 by Robert F. Kennedy, Secretary, Department of Health and Human Services.
