Patna, June 25 -- Bihar Chief Minister Samrat Choudhary on Thursday said that the Emergency was a dark chapter in India's democratic history, when attempts were made to suppress the Constitution and democratic values.

Addressing a programme to mark the anniversary of the imposition of Emergency, he said that in a democracy, governments are elected by the people and must remain accountable to them. Governments should directly address issues affecting the public and work to resolve them effectively.
