Ranchi, Aug. 13 -- Jharkhand Chief Minister Hemant Soren has urged President Droupadi Murmu to carefully consider the constitutional, federal, financial and social implications of the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, which has been passed by both Houses of Parliament.
In a letter to the President, Soren said the proposed amendment would restrict states from imposing taxes, cess or other levies on mineral rights or mineral-bearing land except under conditions prescribed by the Centre.
He said the provision raised serious questions concerning the financial autonomy of states and the constitutional balance between the Centre and states.
