Bengaluru, Aug. 3 -- The expansion of the DK Shivakumar ministry plunged the ruling Congress into fresh turmoil on Monday, with former Chief Minister Siddaramaiah staying away from the swearing-in ceremony and senior legislator Yashwantharayagouda Patil resigning from the Assembly in an open revolt over denial of a cabinet berth.
