Imphal, July 3 -- Several civil society organisations and individuals in Manipur have submitted a memorandum to Chief Minister Y Khemchand Singh urging him to press the Government of India to immediately ratify the United Nations Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT).

The memorandum, submitted in connection with the International Day in Support of Victims of Torture observed on June 26, called on the Manipur Government to formulate an action plan for implementing the UN Charter of Rights of Victims and Survivors of Torture, 2026.
