Bengaluru, June 22 -- Karnataka's Cabinet expansion has erupted into a fresh political controversy after union Minister and JD(S) leader H.D. Kumaraswamy alleged that ministerial appointments in the state are being driven by what he called a "payment quota" system, where "management quota" and "high command quota" have replaced merit and political seniority.
Launching a stinging attack on the ruling Congress government on Monday, Kumaraswamy said the delay in Cabinet expansion was not administrative but rooted in what he described as "money-based negotiations" for ministerial berths.
