Shimla, March 9 -- Leader of Opposition Jairam Thakur on Monday launched a sharp attack on the Congress government in Himachal Pradesh, alleging that the state was being run not by the Cabinet but by a "mitra mandal" (coterie of friends).
He said key decisions were not being taken in the Cabinet but among a few select individuals, leading to what he described as increasing control of the state's resources by close associates of the government.
