Panchkula, Sept. 15 -- Industrial projects seeking Change of Land Use (CLU) permission in Haryana's agricultural zones through a self-made Panchayati road will have to donate the land for the approach road to the Gram Panchayat before filing the CLU application, the state government has clarified.

The Town and Country Planning Department has spelt out the condition in a September 14 clarification to its November 11, 2025 amendment to the state's March 19, 2021 CLU policy for industries.

For clarification, a "self-made Panchayati rasta" will mean a road created by donating privately owned land to the Gram Panchayat. The road created must eventually lead to a road or revenue rasta having a width of at least 33 feet.
