Shimla, July 24 -- All India Congress Committee (AICC) spokesperson and Theog MLA Kuldeep Singh Rathore on Friday accused the Narendra Modi-led Central government of lacking moral responsibility and alleged that the investigation into the NEET paper leak was merely an attempt to cover up the issue while suppressing the voices of students and the Opposition.
