New Delhi, June 28 -- The Congress on Sunday claimed that several states, including those governed by the BJP, have expressed serious reservations over the Centre's proposed rural employment programme, alleging that it would place a significant financial burden on state governments while weakening the rights-based employment guarantee framework established under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
