Patna, Aug. 2 -- Bihar Chief Minister Samrat Choudhary on Sunday felicitated candidates from Bihar who successfully cleared the union Public Service Commission (UPSC) examination and said that the success of the young civil servants was not just a personal achievement but a moment of pride for the entire state.
