The hosts controlled 55 per cent of possession but lacked incisiveness in attack as Belgrano secured its fifth win of the campaign.
The Cordoba-based side now has 18 points, one ahead of second-placed Independiente Rivadavia. Estudiantes Rio Cuarto is last in the 15-team group with four points, according to Xinhua.
