India, Nov. 1 -- Uttarakhand's long-standing capital debate has resurfaced, with the Congress targeting the BJP government over its decision to hold the Assembly's Business Advisory Committee (BAC) meeting in Dehradun ahead of the October 27-28 session at Bhararisain in Gairsain.
