India, July 25 -- For years, students across India have seen exam paper leak cases make headlines, with arrests and investigations often followed by long legal delays. Out of 45 major paper leak cases over the past two decades, only two ended in convictions, and both took 15 to 23 years. That is why Prime Minister Narendra Modi's announcement of fast-track courts for paper leak cases has raised an important question: Can these courts really deliver faster justice?
