India, Sept. 20 -- The Modi government amended the Foreign Contribution (Regulation) Act, or FCRA, 2010, in 2020, making the rules for nongovernmental organisations stricter and more transparent. The rules for renewal were tightened to check the validity of FCRA certificates held by NGOs and increase transparency. Now, in 2026, the government has introduced a bill to amend the law. Following opposition in Parliament, the bill was referred to a Joint Parliamentary Committee for scrutiny so the number of NGOs receiving foreign funds in India has fallen from around 29,000 to 14,000.
