India, July 21 -- Prime Minister Andy Burnham has pledged to always show how his government will pay for its policies, following a public clash over an £850 million tax cut on household electricity bills. The conflict erupted on Burnham's first full day in office after former Chief Secretary to the Treasury, Darren Jones, labeled the new administration's headline energy policy as "unfunded."
