Something unusual is happening on the other side of the Line of Control. For decades, Pakistan has presented Pakistan-occupied Kashmir as the unfinished business of Partition and India as the country responsible for denying Kashmiris their right to self-determination. Islamabad has repeatedly invoked the United Nations and the promise of a plebiscite.
