The Jammu and Kashmir Legislative Assembly's resolution urging the Union Government to amend Section 23 of the Right of Children to Free and Compulsory Education Act, 2009, to exempt teachers appointed before January 1, 2019, from the Teacher Eligibility Test (TET), raises an issue that extends beyond service conditions. At its heart is a larger question: how can a modern education system uphold every child's right to quality education while dealing fairly with teachers who entered service under a different legal and regulatory framework?
