Four days after the city reported its first fatality, health authorities confirmed Tuesday that three more people had died, bringing the death toll from what began as a cluster of ten cases to one of the largest Legionnaires' outbreaks the neighborhood has seen since the city's 2015 mandatory cooling tower registration law was passed specifically to prevent this scenario.
