New Delhi, Aug. 3 -- CEUTA - Juan Jesus Vivas, the mayor of Spain's autonomous enclave on the Moroccan coast, said Sunday that Morocco had proven it could not be relied upon as a migration management partner, and that the current surge of irregular arrivals at Ceuta's beaches exposed the structural fragility of a bilateral arrangement that Madrid had treated as a sustainable solution for more than a decade. He called for European-level intervention rather than continued dependence on Spanish-Moroccan negotiations.
