New Delhi, July 29 -- APPLETON, WIS. - A driver caught in the storm on Sunday evening filmed from inside the car as the funnel crossed the road ahead, lifted, and descended again into a neighborhood of residential streets west of downtown. By Monday morning, the same blocks were marked with yellow police tape, and utility trucks from three counties were staged in the parking lots of schools and churches to begin the restoration work.
