It is Rs.30,000 crore, it belongs to an air defence order the Indian Army has already tendered for, and the Cabinet Committee on Security has not signed it. Until that signature turns up in a stock exchange filing, the market is treating one of India's most profitable state manufacturers as a company waiting for permission.
