Srilanka, Oct. 18 -- Justice D. Thotawatta has recused himself from a Court of Appeal case challenging a decision by the Right to Information (RTI) Commission not to order the disclosure of information about Liberation Tigers of Tamil Eelam (LTTE) cadres who surrendered to the Sri Lanka Army during the final stages of the war.

Journalist B. Nirosh Kumar had sought information from the Sri Lanka Army under the Right to Information Act regarding LTTE cadres who surrendered during the final stages of the conflict.
