b) To oversee and direct the Ministry of Public Security and the Ministry of Foreign Affairs.

c) To directly oversee the following areas:

- Strategies for national defense, security and foreign affairs.

- Strategies and plans for national socio-economic development.

- National finance, credit, and financial strategies and policies; directions for State budget use.

- Foreign affairs and external relations.

- Personnel work, apparatus organization, administration reform, administrative boundary, general affairs in emulation and reward work.
