India, Aug. 28 -- An overstretched Government and overburdened courts in India need not carry the entire burden of clean governance alone. A properly empowered Lokpal can become a vital institutional partner-detecting corruption, initiating action, coordinating investigation and enabling specialised adjudication within the mandate for which Parliament created it. The objective is not to create another layer of Government or judicial power, but to make existing institutions work better.
