SC upholds COA ruling vs flying risk pay for unqualified recipients
Manila, Aug. 25 -- The Supreme Court (SC) has affirmed the Commission on Audit's (COA) disallowance of flight risk pay (FRP) received by the Civil Aviation Authority of the Philippines (CAAP) officials and employees whose duties were primarily managerial, administrative, or financial.
In a statement Tuesday, the high tribunal said FRP under Republic Act (RA) 776, or the Civil Aeronautics Act of the Philippines, may be granted only to CAAP personnel whose duties are directly related to flight operations.
The SC En Banc said the CAAP's "recipients of the flying risk pay in the total amount of PHP323,579 remain individually liable for the return of the disallowed amounts they respectively received."
