BAGUIO CITY, July 8 -- The presence of law enforcement agencies, not clan members, in disputed areas between two tribes in Kalinga and Mountain Province can deter the escalation of a hibernating tribal war, an autonomy advocate said on Wednesday.
Dr. Cameron Odsey, a Cordillera autonomy advocate who was among the drafters of earlier autonomy bills, said peace officers should implement peace and order without imposing processes that work in other regions, as such approaches would not be effective.
