Manila, June 19 -- Executive Secretary Ralph Recto on Friday maintained that the transfer of the Philippine Health Insurance Corporation's (PhilHealth) idle funds did not affect the operation or the delivery of healthcare services.

Recto issued the statement in response to the motion for reconsideration filed before the Office of the Ombudsman seeking to reverse its dismissal of graft and plunder complaints related to the fund transfer.

He said government actions were consistent with existing fiscal management policies and earlier explanations from concerned agencies.
