Manila, Sept. 21 -- The Philippines is urging the United Nations (UN) climate body to examine why international adaptation funds remain hard for local governments and communities to access, as the UN Framework Convention on Climate Change (UNFCCC) Adaptation Committee considers making local-level climate finance a focus of its 2027 work.

In a news release Monday, Climate Change Commission (CCC) Vice Chairperson and Executive Director Robert E.A. Borje, who serves on the Adaptation Committee from the developing-country constituency, said the discussion should focus not only on how much adaptation finance is available but also on whether it reaches communities facing climate risks.
