Manila, Aug. 1 -- The Department of Migrant Workers (DMW) has recommended the temporary halt in deployment of Filipino seafarers to the Northern Black Sea after government agencies categorized it a "full-scale international armed conflict" area.

Secretary Hans Leo Cacdac said the DMW directed ship manning agencies "not to proceed with the ships carrying Filipino seafarers" to the area.

"We have received the security assessments from both the DFA (Department of Foreign Affairs) and the DND (Department of National Defense), and both the DFA and the DND had asserted, established a full-scale international armed conflict in the area," he said at the Saturday News Forum in Quezon City.
