Paranaque holds plebiscite on boundary change in 5 villages
Manila, July 25 -- A plebiscite was held in Paranaque City on Saturday to decide whether or not to ratify a city ordinance altering the existing territorial boundaries of five coastal barangays in the city.
In an interview, Commission on Elections (Comelec) Chairperson George Garcia noted that they will declare the winner not based on a majority but on a plurality of votes, or which between the "Yes" and "No" got the higher number of votes.
"It is not necessary to have the majority of votes.
