Manila, July 24 -- President Ferdinand R. Marcos Jr. on Thursday called for a shift in mindset on disaster preparedness, urging government agencies to treat the country's typhoon response system as "semi-permanent" amid the worsening effects of climate change.

Speaking to reporters after a meeting with the National Disaster Risk Reduction and Management Council (NDRRMC) at Camp Aguinaldo, Marcos emphasized that extreme weather events are now the norm rather than the exception.
