Manila, Sept. 2 -- The Department of Social Welfare and Development (DSWD) was granted authority to utilize emergency lanes along the North Luzon Expressway (NLEX) to fast-track its delivery of relief assistance to areas affected by recent tropical cyclones and the enhanced southwest monsoon.
