Manila, April 15 -- The Senate Blue Ribbon Committee paused its hearings on the flood control issue as chairperson, Senate President Pro Tempore Panfilo Lacson, moves to prioritize the submission and sponsorship of a partial committee report in plenary.

Lacson said Wednesday that continuing hearings without producing a report would be contrary to Senate rules and lead to an open-ended inquiry.
